Turbo boost is essentially the same principle as moderate overclocking, yes. Overclocking on Intel chips is basically just increasing that frequency limit.

Turbo boost is speed boost done by the processor itself. Overclocking is manual speed increase, ie pushing limit of original operation. In overclocking, you basically increase the max speed system can hit. Turbo Boost is a feature that, when fewer than the total number of cores are being used, the processor can turn off the unused cores and increase the clock speed on the rest of the cores. This increases performance the cores that are being used get faster and can reduce power usage.
